Hypercapitalisme, l’accélération du Capitalocène

Résumé

To argue that hypercapitalism is a mechanical order that is capable of constantly recreating market space through the marketplaces of the platforms, the valuation of data and the circulation of deregulated monetary counterparts is also to ask the question of possible and credible alternatives. What is at stake here is the ability to collectively appropriate digital infrastructures. This collective appropriation cannot only be the result of the commons, defending the principle of an autonomy that is free from public intervention. Not only does the appropriation of infrastructures presuppose the conjunction of the driven forces of civil society and the State, but it also requires the conjugation of international regulatory mechanisms. If the production and redistribution of wealth must change hands, if accumulation must serve collective creation, as François Perroux advocated, it is at the level of inter-nation institutions, in the sense of Marcel Mauss, that efforts should be made to socialize and develop digital infrastructures as supports for this wealth and common goods. At the same time, the management of digital infrastructures and services should be carried out within the framework of an economy of contribution that would bring together at the inter-nation level the dynamics specific to the public and private sectors, and the forms of collective organization, including but not limited to the common ones. The economy of contribution would thus pave the way for the creation of institutions designed to foster innovation, investment and redistribution principles. This would include public reintermediation in production choices, redirection of investment towards activities that combine digital and ecological activities, a renewed regulatory framework for financial markets in order to better serve the interests of the real economy, and the creation of a unified international law that is concerned with the well-being of producers and human rights. The transfer of negotiating and decision-making power to these new institutions would thus become the guarantee of a truly priority, constructive and coordinated commitment to counter the accelerating factors of the Capitalocene.
Dire que l’hypercapitalisme est un ordre machinique propre à recréer sans cesse de l’espace marchand à travers les places de marché des plateformes, la valorisation des données et la circulation de contreparties monétaires dérégulées, c’est aussi se poser la question des alternatives possibles et crédibles. Ce qui est en jeu ici, c’est la capacité de s’approprier collectivement les infrastructures numériques. Cette appropriation collective ne peut pas être seulement le fait de communs, défendant le principe d’une autonomie déliée de l’intervention publique. Non seulement l’appropriation des infrastructures suppose la conjonction des forces de la société civile et de l’État, mais elle exige aussi la conjugaison de mécanismes de régulation internationaux. Si la production et la redistribution des richesses doivent changer de main, si l’accumulation doit servir la création collective, comme le préconisait François Perroux, c’est au niveau des institutions de l’internation, au sens de Marcel Mauss, que les efforts devraient être déployés, pour socialiser et développer les infrastructures numériques comme supports de ces richesses et des biens communs. Dans le même temps, la gestion des infrastructures et des services numériques devrait s’opérer dans le cadre d’une économie de la contribution qui ferait converger à l’échelle de l’internation les dynamiques propres aux secteurs publics et privés, et aux formes d’organisation collective, dont les communs mais pas seulement. L’économie de la contribution ouvrirait ainsi la voie à la création d’institutions destinées à favoriser l’innovation, les investissements et les principes de redistribution. En témoigneraient notamment la réintermédiation publique dans les choix de production, la réorientation des investissements vers des activités associant numérique et écologie, un cadre réglementaire renouvelé pour les marchés financiers afin de mieux servir les intérêts de l’économie réelle, ou encore, la constitution d’un droit international unifié soucieux du bien-être des producteurs et des droits de la personne. Le transfert du pouvoir de négociation et de décision à ces nouvelles institutions deviendrait ainsi le gage d’un engagement réellement prioritaire, constructif et coordonné pour contrer les facteurs d’accélération du Capitalocène.
